
Mark Carignan joined Chadwick and Spensley, PLLC after completing a 26 year career in law enforcement. He has served as a patrol officer, detective, shift commander, and retired at the rank of captain. Additionally, he completed tours as an undercover narcotics detective and tactical team supervisor.
Mark is a graduate of the prestigious FBI National Academy, 269th session. He graduated from Norwich University with a master’s degree in public administration, and obtained his bachelor’s degree in political science from the University of New Hampshire. Mark has received multiple awards and commendations during his decades of honorable service.
As a police captain Mark conducted investigations related to officer misconduct including use of force and significant policy violations. Mark conducts in-depth internal investigations for government agencies and businesses and is committed to objective fact finding in his work. He has also conducted organizational analysis of police departments in order to make recommendations for systemic improvements in transparency, accountability, and fairness.
When not at the office Mark enjoys hiking, exercising, and spending time with his family and dogs. He is an accomplished writer, having been published in the FBI’s Law Enforcement Bulletin as well as recently publishing his first novel, Out From Under.
